Magento 2 module to send bcc emails to orders with specific prefix in increment_id

I have a store with multiple prefix in the increment_id:
1. GTU
2. AGTU

I want to bcc the shipment email to a static email "abc(at)abc.com" only for orders with prefix GTU.

I want it in magento 2 module format.

Please add "Magento BCC" at the beginning of the bid to be considered for this project.
