Magento 1.9.x cart and checkout load time optimization

Dear Techies,
I have my Magento store on 1.9.x and am using clarion one page checkout.
I have and issue that when am adding product into the cart it takes almost 8-9sec, there after if I go to cart again it take 8-9sec and same time if I load one page checkout I want to optimize this performance issue and make my checkout and cart function to work under 1sec.
