Magento Website - Functionality Assistance

Hello There,
We are currently looking for someone to assist us with some changes on our Magento 2.3.5 website (outlined below) with the potential of ongoing projects in the future to assist with ongoing updates / requests / maintenance.
We want to implement the following function changes for a promotion we have coming up in November and would like some assistance in getting these in place, whether it's through purchasing and assisting with the implementation of commercial modules (which we can buy as required if outlined initially) or through leveraging existing promotion engines we have in place including the Amasty Special Promotions module.
The description of functionality I have been provided by our team is as follows;
1) When the customer adds to their basket, on the mini-cart and the main cart pages we would like to implement upsell banners with two main deals which can be added to the cart based on the promotions;
1.1) Immediate % discount on product - Once they click the buy now button they should be able to enter in a discount code (ideally via a pop-up) to get the specified % discount on the SKU at time of checkout (The discount / code type promotion is already possible with our configuration, but we need assistance with the Cart / Mini cart design to add the promotions, the pop ups and final promotion setup/testing).
1.2) Discount code via EDM for customer to use - We would like to have the function on the 'Add to Cart' button to display a pop-up where a customer can enter an email address to get a discount code emailed immediately for a different % than the previous step, but with a similar discount flow
2) Assist with design and implementation of a review type system where customers are rewarded for uploading their before and after photos for a product discount / chance to win - the idea is then to utilise these reviews for our before / after review page (per point 3).
3) A 'before and after' review page which showcases customers feedback on our product, and also promotes before and after photos with the product reviews to show the real benefits / experience of customers.
We have examples from other websites which we can also provide to further explain the functionality we are looking at.
