Magento 2 - Shipping Bug

Good morning we require a magento developer who can resolve our checkout issue. In backend we offer multiple courier options for shipping. Our checkout is only displaying 1 courier option at present. See screenshot below, Italy should show 2 courier options for a 3/4 length snooker cue (£17 & £40) but if you select a 3/4 length snooker cue and go to checkout, change country to italy you will see it is only showing the £40 courier option and not the £17 option.
