Magento 2 Page Design

I have a very specific requirement for the look of our Magento site and would like someone to produce this for me. I do not wish to buy any plugins, as i want to keep the system as vanilla as possible. So you will need to code the pages yourself. The design is very simple and this is not expected to be a large task. I have attached a layout and would expect the finished design to work both on a desktop and on a mobile.
