Magento 2 Free Shipping Extension for open orders

I need an Magento 2 extension for free shipping, if an open order of the same xustomer exists.
Details:
*When a customer is in checkout, then check whether an open order already exists for the same customer that has not yet been dispatched. The check should be done by provided Email Adress, so its functional for guests too.
*If Free Shipping is possible, then set the shipping method to "free shipping" and show the order number of the open order in the description text
