Magento 2 - Fix Google Analytics and Ads conversions not working

We have debugged and debugged, and can not figure out why our Magento 2 install will not track all conversions with Google Analytics nor Google Ads. One day we might have 40 sales, and it tracks 7... Visitors seems to be correct however.

We have tried 4 different Magento modules, all with the same problem.
