Fixing loading issue with M2.3

Hello, we need a developer with extensive knowledge in Magento 2.3 able to fix a loading issue with theme.
The main issue occurs on the homepage, few theme's blocks cannot be loaded properly. To get them loaded properly we need to refresh the page multiple times.
NB: credentials to access the website files or admin will be given once the task has been assigned.
