Fix a Magento 1 backend menu bug for a plugin (attributes / values -> improved navigation)

Hi everyone,
I am looking for a freelancer that is able to fix a bug on my new Magento 1 template develop server.
For some reason, the backend menu for the plugin ‘’improved navigation’’ does not appear in the new template develop server. This plugin is working fine on the live server, which uses another template but I don’t think that the template is causing this issue. Could be Magento related.
I have included some print screens, so that you can see what I mean.
Maybe the Magento error log files will help you to fix this bug.
My maximum budget for this task is €50.
