Create Magento 2 Module that will send out email if mysql database query return results

I want to create a Magento 2 module where at the end of the day or early morning, if mysql query (sample: select * from {{tables}};) return any row of datas, it will trigger sending out an email to multiple chosen emails.

This module doesn't require admin backend interface. All variables such as to-emails, from-email could be edited in the module itself but you could add backend fields, that would be great.

Please write "I can create email module" at beginning to be considered for this project.
