Apply New design to magento website

Hello and thank you for considering my project! I am looking to apply a new design to my magento website and I have come to the right place. To be clear, the platform I would like to use to implement the new design is Magento. Further, I do not plan to use an existing template or pre-made theme; I intend to use custom coding for this project. Lastly, the element of my website which needs to be re-designed is the homepage.
