Activate sale mechanism on a Magento Website

I need a Magento developer who has experience in working with Magento and third party ERP systems to activate a sale mechanism on Magento website.
Currently, my website is made on Magento but uses a third party system to track their stock levels and also is used to populate the website with products the third party system is called DOLFIN, this is important as all products, product prices, names, stock levels are controlled by this system then the website pulls this information from DOLFIN and displays it on the website, the sale functionality in terms of pricing will be handled on DOLFIN then that information will come to the Magento website.
What I need a developer to build and check is that this sale functionality is possible with the current build of the website and also to style the SALE part on the products to look like the attachment.
