Magento 2.4.8 p3 - upgrade Porto Theme & fix Mobile View Issues

On a Dedicated Ubuntu 22.04 Server and MariaDB 11.4, using Magento 2.4.8-p3 with Porto Version 5.0 and Cloudflare.
WORK SCOPE
1. Upgrade Porto responsive theme version 7.7.1 (which is for desktop, tablets and mobile).

2. Fix Porto Theme so site views properly on Tablet and Mobile.
:: Tablet and Mobile layout fixed across core pages (home, category, product, cart, checkout, CMS)
3. Using Stripe Tax and all setting set in admin, but no taxes show in checkout.
:: see Tax settings.jpg. I disable Stripe Tax and still no tax shows in checkout.
I need a clean and optimized site. Upgrade the current Porto child theme, trace whatever CSS, XML, or JS overrides are causing the breakage, so site is responsive on every screen size down to 320 px, as developed by Porto.
