Build a custom strorefront UI theme Multi-vendor Ecommerce Marketplace on Magento 2.3 or 2.4 CE

We are looking for a Magento developer who can build a multivendor e-commerce store (all standard e-commerce features) with custom UI theme (storefront) to sell books on Magento CE 2.3 or 2.4. Below are the features that would be needed for the store. The complete strorefront UI will be provided by us in figma, which will also include all devices, web , mobile and tablet.
