macOS Ventura .pkg File Creation

I need assistance in creating a .pkg file for macOS Ventura to current. I have the Apple Script application ready, as well as the payload. However, I'm unable to successfully create the .pkg file.

Key requirements for the .pkg file:
- It should allow for a custom installation location.
- It should include a post-installation script.

The app and payload require:
- Admin privileges
- System access
