Need an Apple OS Developer

Hi,
We currently have an Electron compiled app that runs on Mac OS, it is a VoIP Phone.
I want our phone to open when a call comes into the iCloud persons iPhone, like they have now but instead of Apple's pop up (see screen shot 1) to take your iPhone call on a Mac I want it to open our VoIP /SIP phone so they can answer the call on ours.
This has to be done in the installation file and not change permissions on 1 machine, this software will be distributed.
I'm not sure but it could just be a simple permission setting in Mac OS.
Due to such a high volume of bots bidding thru Freelancers API I will only respond to developers that send me a personal note.
