Apple Terminal Script

I need a script to do the following on my Mac:
I have about 200,000 files in several folders. There are typically 10 - 20 files that have the same prefix of 9 characters. I need those files all in a subfolder of the same prefix name.
The script needs to read the first 9 characters of a file name and either:
1 - Move the file to the sub-folder of the same 9 character prefix name OR
2- Create a folder of the same 9 character prefix and move the file into it.
The files exist on external drives.
