Video Encoding, Decoding, Muxing Expert for a project

I am in need of a Video Encoding, Decoding, Muxing Expert for a project that requires a specific output format of MP4. The current format of the video is also MP4. I have specific encoding settings that must be met for this project. We need someone who is expert in tools like ffmpeg, MP4Box and others.

Here I have attached 2 videos which is almost similar I want someone who can detect the difference between 2 videos and make Video 2 same format and all internal flags, isodata same as video 1 for testing of your skill.
