AI photo enhancement

Im looking for a developer who can create an algorithm that can enhance photo’s. I have seen a couple of online solutions, that can do the job. But I need to have the code myself as we have a lot of photo’s to enhance.
Most of the photo’s is portrait and needs AI face enhancement. Some of them are dark and need enhancement of noise and underexpose.
I have attached some demo photo’s. If possible please enhance the photo’s as and example of what the final result could be.
Budget depends on how good an algorithm we can get. We would prefer the algorithm to be developed in Python, if possible.
