I need a machine learning freelancer for geospatial work

I need to replicate the work described in the attached paper, which uses Random Forests, XGB and LASSO. The study was conducted in US but I need it replicated for the city of Montreal, Canada. It uses publicly available census data. I need it in 10 days or less.
