machine learning and nlp model

i require a machine learning model that can check if a control statement addresses the risk statements associated with it.

example:

control statement:
Password management systems are interactive and must ensure quality passwords.

risk statements :
Inadequate password policies and controls may result in user impersonation, unauthorized access and system compromise.
