build a machine learning model based on a per and then change it according to my idea

I'm looking for a freelancer to build a machine learning model based on a predetermined input and then adjust it according to my desired outcome. Specifically, I'm looking for a model built on a reinforcement learning approach to generate predictions. I have an existing dataset that I will be using to train the model. Once the model is completed, I would like it to be tweaked in accordance with my desired output. I am open to suggestions and invite collaboration to ensure the best outcome.
