I am looking for an (mid-)experienced Developer / Team that can quickly and efficiently turn around a VMS (Video Management System) solution for Surveillance management with CCTV cameras. Ideally, it needs to be in Python –it makes more sense, as you know, with regards to ML integrations and utilisation of packages and such, as you know. But if you are a C# Pro, we’d love to hear from you as well, no problem! :)
The code shall be handed over: meaning that we shall own the rights to its usage, modification, and any re-distribution or reselling. [If you have an alternate arrangement/structure(s) in mind with varying and discounted pricing, please indicate them in your proposal. We can always discuss, we are not Corporate Monsters, we are the little guy as well. ;) ]
Please thoroughly go through the attached Functional Document (.PDF), and respond with all details, queries, TAT, and everything else pertinent, including pricing. Please provide a price schedule per task completion, and/or respond why you'd like to opt for one-time pricing. Please be fair in revision provisions, btw.
Also, kindly share details of projects accomplished before, and expand a little on the relevance to this particular task of your earlier work. You have a portfolio hosted somewhere? Great! Oh, you have a VMS Demo for us already? Even better! :D
See… We are looking for clean and efficient coding. This will plug into our own existing development of a broader tool/solution, which we have partly developed. Mentioning this just FYI. Why? Because we’re also a couple of developers looking to build a cool and stable product, that's all… :-)

In general terms, the goal is to build a basic software application to test proprietary surveillance video analytics algorithms.
Successful delivery will require a broad skill set that includes experience with real-time video processing and RTSP streaming, image quality metrics, and JSON data manipulation. The winning team will also have resources with deep matter expertise on various technologies, including Linux, JEE or C/C++, Python, NoSQL databases, and JS (jQuery, Angular, express.js),
