Machine learning model for text documents

I'm looking for a talented freelancer or outsourcing team for my new project in ML.
We are making an online platform that connects to law court decisions and we gonna need to make machine that calculates the data from these text documents and writes decisions out of parameters that the user has set from beginning, and outputs just the relevant exact information with some analysis to it.
