Deep-learning (Python), face and lips detection

hi, I'm looking for someone who knows deep learning technologies and can help with my small non-commercial project.
The ideal goal is to demonstrate in the input video (5-10s MPEG-TS/H.264 or H.265 segment) the identification of faces and lips and somehow predict the probability of speaking. The output should therefore be a probability/prediction, e.g. a horizontal curve in the range 0..1, that at a given time some or more people are talking.
I have google collab, anaconda with my underpowered GeForce (desktop with Windows) and a Jetson Nano. I am more concerned with consultation, understanding and help with implementation. I have some little experience with keras/tensorflow jobs, ffmpeg, currently experimenting with the dlib library. I don't need high accuracy.
