API for replacing UK Vehicle Number plates with our Logo without an external API

I'm looking for a developer to build an API that we can integrate, allowing us to replace UK Vehicle Number Plates with our Logo.
We currently have an application built on Laravel Vapor (AWS) we would need this to integrate into.
This API would need to take an image we would submit to it, and replace the number plate if there is one with our logo, without using a monthly API service.
