Simple Lua scripts for pump controls

Have a system that has a water tower that uses an analog level meter that is compared to high and low set points. The low then tells 1 out of 2 pumps that alternate to turn on and fill until the high set point. There is also an analog flow meter that is used to verify that a pump is actually working. If within 15sec there is not flow then it is to set an alarm relay on, set that pumps failed register to true, set the alternate pump register to true and then restart the process. If the above actually fills the tower it is to set a call register to false, turn pumps off and set the alternate to opposite what was just on. I have attached the test code i have written and tested. It is not working properly that is why i am here. I also will have similar scripts needed for some wells and storage tanks.
