Create a whimsical/cartoon logo for dog project

I am launching a dog & community based project and need a logo for social media, etc. I know what I want it to look like, but I lack the skill and ability to bring it to life. I put together a fairly descriptive explanation/instructions for how I would like it to look, and am hopeful someone could bring it to life for me and provide me with digital files and full ownership. I would like to get an idea of pricing for such a project.
