Civil Litigation / Appeal Assistance on Water / Storm Water / Drainage Law in Oregon

I plugged an illegally placed culvert my neighbor placed in a FEMA floodway that was flooding me, and another home. I got sued for it and lost, even though I had an expert witness/civil engineer come speak at trial, that this is in direct violation of Oregon Drainage Law, violation of the NFIP (National Flood Insurance Program), and no permit was issued which directly violates my rural land development code. I have filed an appeal. I want to file a Motion of Stay, to keep the culvert plugged during the appeal process, I'm also open to help with the appeal. I can file the motion myself pro se, so help from any state would be welcomed. Thank you in advance.
