Custom AutoCAD Lisp Command Creation

I'm in need of a proficient AutoCAD Lisp programmer to develop specific custom command for streamlined workflow in my ongoing project.
The main idea is to place a series of shaps along an existing outline with specific sizes and constraints. In addition the object placed varies along the aligment based on specific and consistent criteria. Full examples of process and outcomes will be provided for use.
In the attached drawing, 2D polylines "capstones" in red are placed along the top horizontal segments of the outline only with smalled 2D polylines "half capstones" placed at the 90-degree top corners. The outline is shown in gray while the horizontal lines are detailed in blue. For the lisp routine the capstones should be pre-sized to 4"x18" and half capstones sized to 4"x9". The routine will have the user select the outline desired and place the capstones along the top in the same format as shown in the attachment.
