whm/cpanel - mail per hour limit set to 2500

We have dedicated server with VPS. We have issue with one client. On they domain and on server we set mail per hour limit for they domain is set to 2500 for that domain.
They package is changed to the 2500 per hour however they still have the issue after they send a 500 emails per hour. We need someone who can now resolve the issue.
