I want someone who can build me a WebOS VPN application

I want someone who can build me a WebOS VPN application, i have already setup the servers and ready for integration. I uses OpenVPN and what i can give you is a certificate for each server and a username and password to connect to that specific server and this username and password are already there in all servers. I have a WHMCS billing system that is managing all the servers in one place and using it i am controlling the servers and can create user account from it and we can use WHMCS api to do that.
