sssh "connection refused" debian (5 stars)

checked lsof | grep 22 | grep ssh and see ssh listening
can ssh root@localhost
can ssh root@192.168.1.201 (at that server to that server)
if I go anywhere else; I get connection refused, any thoughts?

While this is hourly; there is a max of $12 that I can pay, as being a cancer patient is tuff and been out of work. Hourly will give you more $ as there is less money taken between us from freelancer
