install vpn on Ubuntu server

We are looking for someone who can install a VPN on an Ubuntu server.
It's a simple task, but we have some additional requirements.
The entire network should not be tunneled, and only a few specific ports should use the VPN.
We prefer to use ExpressVPN.
Let me explain why. We are a small VPN provider and want to give our users access to locations based on ExpressVPN servers.
For example, we want port 1045 to connect to Germany and port 1058 to connect to the US, and so on for other selected ports.
