fixing server issue cpanel/whm

I am looking for a freelancer who can help me fix a server issue with my cpanel/whm. The specific issue I am experiencing is that my website is not loading. When the website fails to load, there is an error message being displayed (ERR_TIMED_OUT). when I restart the hardware it works for one hour then again it goes down
