embedding grub.cfg into grub-efi binary

I need help figuring out something regarding grub boot loader
so on a linux system we have grub-efi binary that is stored in /boot/efi
and inside of that binary we have an early configuration that is pointing to grub.cfg
I want to figure out a way to merge grub.cfg configuration file directly into grub-efi binay
Thats my end to end goal
having the binary merged to configuration file and being able to boot
I'm using yocto for this and I'm willing to pay as much time and money as it takes
