To develop custom user management solution for Linux server

We are a training company offering courses in Linux environment. We are looking for a application (script) to manage, monitor, report and restrict the users in our linux servers. Users are allocated to access our server in hourly based per day/week.

We need a feature to allow specific user / group of users to use the system more than the default threshold time allowed.
