cPanel File Manager - "Out of Quota" Fix

I'm having an issue with the cPanel file manager on my brand new server. When attempting to upload files, I receive an "Out of quota" error message even though there's available space on the server, also when upload to phpmyadmin gives different error .

server is brand new .
work over any disk only
