assist in creating a raspberry pi vpn router

i am looking for someone with good network knowledge and linux knowledge. I want to make a vpn tunnel from the raspberry pi to my external vpn server and make all traffic route over the vpn of the second interface. if the interface is down it should not use the current connection. Only apply if you have proper linux skills and network skills.
