Write a script that works in Linux to automate loading a program with a different command line argument

Linux newbie here. What I currently do: I have a program written in c++ that I start by navigating to the folder in terminal and running the program with sudo ./program with additional command line arguments. After a certain amount of time I stop the program with Ctrl+C and restart with a new command that changes the user argument. What I need to do: I need to be able to start the program and after a certain amount of time(5 min.-2 Hours), restart or reload the program with the next user(one of the arguments) in alphanumeric order. I currently have the user information in a Symphytum database. Hope that makes sense.
