Virtual rooted android image for use on headless ARM server

I'm looking to have an rooted android vm image created to run on a headless ARM server. I will need to run multiple VMs on a single ARM linux server, the virtuialision platform is up to you, but having some way to administer the VMs would be a plus. The image would also need to pass safetynet.
