Virtual LAN to secure a server (ZeroTier)

I would like to secure a VPS and websites where there are internal tools for administration only. I would like that these website are accessible only from authorized admins. A VPN is good, but the only thing is that when people are connected to the VPS they would use the VPN IP also to visit other websites, and every admins would use the same IP and not theirs IP. Please, offer me a solution and configuration for it. Maybe we should have a virtual LAN? But people are not connected each other but only to the server which hosts the websites. Let me know if you have better ideas!

I would like to secure a VPS and websites hosted from the VPS (which are internal tools) for administration only.
I would like that these website are only accessible if you are connected to ZeroTier (Virtual LAN), but we would like to isolate each computers connected. For example:
There is the [SERVER] and User1, User2, User3 and User4 are connected to the Virtual LAN in order to access the server (which only allow connection if you are connected to the ZeroTier Network). I would like, as I said before, to isolate each computers. So even if User1 and User2 are connected to the same virtual network, they are not able to share data, etc... but only User1 -> [SERVER], User2 -> [SERVER], User3 -> [SERVER].
