Video streaming app

I am looking for something similar to the current application GeForce Now. There needs to be a back end where there is all the computing power done on a server with GPUs (something like a Linux server). Then there needs to be an app where the video is streamed from the server to the client app. The streaming needs to be super fast, so lots of compression, and the streaming needs to use as least amount of bandwidth possible. I am hoping that it is possible to stream the video from the server in 1080p 60fps at a 10-15mb/s network connection.

There also needs to be an account feature where users can signup and login. In addition to that, there needs to be a way to connect a Steam account to the streaming application account. Then when a user wants to play a game there is a session made and the app will auto launch Steam and auto sign in. Steam needs to be preinstalled, and when a user launches a specific game from the client app, the server will auto launch that game from Steam.

I have a pretty low budget for this project mainly since servers with GPUs will cost a lot of money.
