VPS Creation for 24/7 Twitch Streaming

I need a tech-savvy individual to help me in constructing a Virtual Private Server. Ideally, this VPS will be running 24/7, dedicated to streaming a specific program via Twitch. A key challenge is that the source of the stream is largely limited to South Africa and Nigeria - areas predominantly in Africa. Thus, suitable freelancers would need to be resourceful and demonstrate fluency in geo-based streaming challenges.
The key specifications include:
- The server should be designed to run on either Windows or Linux operating systems.
- Vigilant attention must be paid to data security. As such, the VPS should be equipped with encrypted data storage.
- Prior experience creating and maintaining VPSs, ideally in a streaming context, is necessary.
