VMmanager - setting up virtual machines creation

VMmanager is located on a separate server + a server for Virtual Machines is connected. By default I have to add a subnet from ipv4. However, I want virtual machines to be created (for example, under windows) and be accessible from the same ip but from different ports.
That is: a server for creating virtual machines on IP 98.111.23.12 ... It is necessary that virtual machines be created in this form 98.111.23.12:18328 - the first 98.111.23.12:13321 - the second, etc. .. that is, randomly the port is unique or in a row. Whatever distribution the user chooses, windows, ubuntu, etc. There would be access by ip with a port.
This is how I see it. Any other solution is possible. The point is that it was not necessary to buy a subnet and hang it up.
P.S. If there is an option with adding regular proxy IPs for server use, it will also work.
