VMWare ESXi v8.0.0 PCIe Passthrough not working

I need to figure out why my ESXi cannot passthrough a PCIe card to a VM.
I have tried to this on ESXi 8, 7.0 U3.
The PCIe card is a PCIe SATA controller for direct disk access from VM.
