Update an nginx file and create a shell script to install and setup chaskiq

We have a codebase with a straight forward nginx file. We need to install a package within our codebase and make it run so we can run the shell script on the server once.

This requires updating the docker-compose file so we can run a single docker-compose up once chaskiq is installed.
