Ubuntu Startup script

I want to run a program when unbuntu pc starts.
Following works are needed.
1. When I turn on pc, one image file is on screen.
2. Run the program : mplayer tv:// -tv driver-v4l2:device=/dev/video0: -vf
3. After the program stops, the pc turns off.
I have tried this as per the instructions in websites but I have failed.
