Ubuntu 20 LTS FTPd MS SQL Auth, Exec Script File On Upload Complete Setup Guide

Hi there.
I am looking for an experienced system admin with excellent written communication skills to develop a step by step guide to setup FTPd with MICROSOFT SQL (NOT MY SQL) user authentication that also calls a script on file upload completion passing in the user and full path to the filename that sends an email with that info on an new AWS EC2 UBUNTU 20 LTS instance.
The guide should also include the install and configuration of Monit or another open source monitoring package that monitors and restarts necessary services, and send email alerts on system heath issues if the system disk becomes too full, Processor too busy, RAM over used, etc.
Munin or another console for reviewing system health visually will also need to be set up.
Suggestions for alternate and additional services are welcome. The goal is to generate a guide to set up a well secured, monitored and managed production environment to provide SFTP with MS SQL authentication that will send an email alert, and (out of scope for this project) ultimately will make a curl call to an external PHP API to process the file for a medium scale (approx. 500 users / 2500 CSV files per day) data pipeline / ETL project.
I will set up the AEX EC2 instance and provide SSH root access, we will coordinate on any necessary firewall ports that need to be opened.
A successful candidate will also need to have excellent written English technical communication skills. I will take the written guide and provide it to our internal admin to build a production system.
I have need for these sorts of tasks on a regular basis so I'm hoping to find someone that I can establish a long term working relationship with.
