Troubleshoot Arcade Trackball with Raspberry Pi

I need assistance getting my arcade trackball to work with my Raspberry Pi 3B+ running Retropi. I've tried some configurations, edited files and changed hardware connections, but it's still not working. I believe some files may need modifications. It should be a simple fix but im stumped.
